		<description>Well Geoff we never did get a reply though I spoke to an apparatchik. In fact the &quot;constitutional arrangements&quot; were not part of the consultation.

The government spin is all about &#039;local control&#039; but in fact the governors have no power to block or change any executive decisions by the Board of Directors. The power they have is like that of the Directors of a business.

The election for governors is currently taking place. We did consider standing somebody but you have to sign up to a vow of silence, the equivalent of &#039;commercial in confidence&#039;.

There is a sort of Dof H template for all this which I will write about later. It shows that there is no &#039;local control&#039;.</description>
